The First Homes for First Responders and Teachers program is a Maryland Mortgage Program initiative that provides qualified first-time homebuyers with a below-market fixed-rate mortgage and financial assistance for upfront homebuying costs. The program was created to recognize the contributions of Maryland's educators and public safety professionals while helping them achieve their homeownership goals.
Eligible borrowers may receive:
- 5% down payment and closing cost assistance
- A competitive 30-year fixed-rate first mortgage
- A 0% interest deferred second loan for the assistance funds
How Does the Down Payment Assistance Work?
One of the biggest obstacles for many first-time buyers is saving enough money for a down payment and closing costs. This program addresses that challenge by providing a second loan equal to 5% of the first mortgage amount.
The assistance loan features:

- No monthly payment
- Deferred repayment

Who Qualifies?
The program is available to eligible first-time homebuyers who work in qualifying professions in Maryland. At least one borrower must be actively employed in Maryland in an eligible position or have a signed employment contract to begin working in an eligible Maryland role.

- Full-time school counselors
- Employees of accredited or state-recognized public, private, or vocational schools serving grades Pre-K through 12

Like other Maryland Mortgage Program purchase options, borrowers must complete an approved homebuyer education course before closing. Eligible buyers must also meet standard Maryland Mortgage Program requirements, including income, credit, purchase price, and lender guidelines.
